He believed that he got his latest lifeline when OECS countries with CIP programmes signed a non legally binding Memorandum of Agreement fixing their price for the sale of their passport. Non-legally binding meaning that at anytime, one can opt out of it.
So, what is the fuss being made by Chastanet when Saint Lucia has, in its laws 5/6 of the provisions of the MOA? The only outstanding clause, not surprisingly was changed by, you guessed it ALLEN CHASTANET!!!
